An uneasy calm enveloped the Kashmir Valley on Sunday as additional security forces occupied civilian installations and police stations and were put in “standby mode.”

रविवार को कश्मीर घाटी को एक सशंकित शांति ने घेर लिया जब सुरक्षा बलों ने नागरिक प्रतिष्ठानों और पुलिस स्टेशनों पर कब्जा कर लिया और आपातस्थिति के अंदाज में आ गए।

Late in the night, National Conference vice-president Omar Abdullah and Peoples Democratic Party president Mehbooba Mufti were placed under house arrest. Congress leader Usman Majid and CPI(M) leader M.Y. Tarigami also said they were being detained.

देर रात, नेशनल कॉन्फ्रेंस के उपाध्यक्ष उमर अबदुल्ला और पीपुल्स डेमोक्रेटिक पार्टी की अध्यक्षा महबूबा मुफ़्ती को नज़रबंद कर दिया गया। कांग्रेसी नेता उस्मान माजिद और माकपा नेता एम वाई तारिगामी ने भी कहा कि उन्हें हिरासत में लिया जा रहा है।

Section 144 Cr.PC was imposed in Srinagar district from midnight and will remain in force till further orders. “There shall be no movement of the public. All educational institutions shall remain closed. There will be a complete bar on any kind of public meetings or rallies during the period of operation of this order. Identity cards of essential services officials will be treated as movement passes wherever required,” read the order.

श्रीनगर जिले में मध्यरात्रि से धारा 144 सीआरपीसी लागू कर दी गई है और अगले आदेश तक लागू रहेगी। “जनता की कोई गतिविधि नहीं होगी। सभी शैक्षणिक संस्थाएँ बंद रहेंगी। इस आदेश के संचालन की अवधि के दौरान किसी भा प्रकार की आम-सभाओँ या रैलियों पर पूर्णतया रोक रहेगी। जहाँ भी आवश्यक हो, अत्यावश्यक सेवाओं के अधिकारियों को पहचान पत्र को आवागमन पास माना जाएगा,” आदेश में कहा गया।

No curfew

कर्फ्यू नहीं

However, there is no curfew in place, it added. In Jammu, the authorities said all schools, colleges and academic institutions, both private and government, were advised to remain closed as a measure of caution.

हालांकि इसमें आगे जोड़ा गया कि यह कर्फ्यू नहीं है। जम्मू में प्राधिकारियों ने कहा कि सभी स्कूल, महाविद्यालय और शिक्षण संस्थाएँ, निजी और सरकारी दोनों को सतर्कता के रूप में बंद रखने की सलाह दी गई।

In a phased manner, mobile Internet services were snapped in all districts of the Kashmir Valley.

चरणबद्ध तरीके से कश्मीर घाटी के सभी जिलों में मोबाइल इंटरनेट सेवाएँ बंद कर दी गईँ।

Mr. Abdullah said he was placed under house arrest in Srinagar. “The process has already started for other mainstream leaders. No way of knowing if this is true but if it is then I'll see all of you on the other side of whatever is in store. Allah save us,” he tweeted.

श्री अबदुल्ला ने कहा कि उन्हें श्रीनगर में नजरबंद कर दिया गया है। “अन्य मुख्यधारा के नेताओँ के संबंध में भी प्रक्रिया प्रारंभ है। यह जानने का कोई तरीका नहीं है कि यह सच है लेकिन यदि ऐसा है तो जो भी बचा रखा है उसके दूसरी ओर आप सबको देखूँगा। अल्लाह हमारी रक्षा करे,” उन्होंने ट्वीट किया।

Ms. Mufti said, “In such difficult times, I’d like to assure our people that come what may, we are in this together and will fight it out. Nothing should break our resolve to strive for what’s rightfully ours.”

सुश्री मुफ़्ती ने कहा, “इन कठिन परिस्थितियों में, मैं लोगों को भरोसा दिलाना चाहूँगी कि जो भी हो, हम इसमें साथ-साथ हैं और सामना कर सफल होंगे। जो हमारे अधिकार हैं उन्हे पाने के हमारे संकल्प को कोई डिगा नहीं सकता।”

Mr. Omar Abdullah and Ms. Mufti earlier in the day had warned the Centre against abrogation of Article 35A and Article 370, which gives special status to J&K.

श्री उमर अब्दुल्ला और सुश्री मुफ़्ती ने दिन की शुरूआत में केंद्र को अनुच्छेद 35ए और अनुच्छेद 370, जो जम्मू व कश्मीर को विशेष दर्जा देता है, को रद्द करने के खिलाफ चेतावनी दी थी।

There is no official word on the arrests by the Governor’s administration.

राज्यपाल के प्रशासन की ओर से हिरासत के बारे में आधिकारिक तौर पर कुछ नहीं कहा गया है।

Earlier in the day National Conference (NC) president Dr. Farooq Abdullah chaired an all-party meeting in Srinagar and appealed to Prime Minister Narendra Modi “not to revoke Jammu and Kashmir’s special status.”

दिन की शुरुआत में नेशनल कॉन्फ्रेंस के अध्यक्ष डॉ फारूख अबदुल्ला ने श्रीनगर में सर्वदलीय बैठक की अध्यक्षता की और प्रधानमंत्री नरेन्द्र मोदी से “जम्मू व कश्मीर के विशेष दर्जा को रद्द न करने” की अपील की।

Dr. Abdullah said all parties resolved to be united in “protecting the identity, autonomy and special rights of J&K.”

डॉ. अबदुल्ला ने बताया कि सभी दलों ने “जम्मु व कश्मीर की पहचान, स्वायत्तता और विशेषाधिकारों की रक्षा” के लिए एकजुट रहने का संकल्प लिया।

“Modification or abrogation of Article 35A or Article 370 would be aggression against the people of J&K,” read the joint statement called the ‘Gupkar Declaration.’

“अनुच्छेद 35ए या अनुच्छेद 370 का सुधार या रद्दीकरण जम्मू व कश्मीर की जनता के खिलाफ आक्रामकता होगी,” संयुक्त वक्तव्य में कहा गया, जिसे ‘गुपकर घोषणा’ कहते हैं।  

Meanwhile the security build-up took a final shape on Sunday, a top police official said on the condition of anonymity.

एक उच्च पुलिस अधिकारी ने नाम न बताए जाने की शर्त पर कहा कि इस बीच रविवार को सुरक्षा निर्माण ने अंतिम रूप ले लिए है।

Several colleges, factories and hostels were vacated and occupied by additional troops in the Valley.

कई महाविद्यालय, फैक्टरियाँ और हॉस्टल खाली कराए गए और घाटी में अतिरिक्त सेना की टुकड़ियों ने उनको अपने अधिकार में ले लिया है।

Hospitals were put in emergency mode, said a senior official on the condition of anonymity. Dozens of mobile bullet-proof bunkers were installed across the Valley.
